Ms. Bolen is a nationally recognized expert with 29-years cumulative experience and training as an attorney and regulatory compliance consultant in pain management, addiction treatment recovery, and billing/coding and compliance for clinical drug testing laboratories. For nearly 14 years, Ms. Bolen served the US Department of Justice in the role of Assistant US Attorney (NDTX at Dallas; Executive Office for US Attorneys at Washington, DC, and Columbia, SC; and EDTN at Knoxville, TN).

Compliance & Risk Management Expert
Ms. Bolen is recognized as a national legal expert on clinical laboratory compliance and risk management. She regularly conducts clinical laboratory compliance audits. She specializes in billing, coding, and reimbursement practices for clinical laboratories. She works with both physician office and independent clinical laboratories.
She develops and restructures laboratory charge masters, CPT and HCPCS coding decision-trees, and billing and operational compliance protocols, including protocols to minimize the potential for fraud and abuse relating to clinical laboratory marketing and testing. She consults with private equity firms and performs due diligence for them on financial matters related to clinical laboratory assets.

Ms. Bolen testifies as an expert in payer audits and related civil litigation tied to clinical laboratory testing. She also testifies as an expert witness on pain management law and controlled substance prescribing compliance in federal and state court. She also frequently serves as expert legal counsel on federal and state cases against physicians involved in pain management and addiction treatment, and handles laboratory and medical expert witness testimony.

Ms. Bolen is a nationally recognized expert educator. She serves on several national advisory boards dedicated to pain advocacy and policy, and improving the regulatory environment for practitioners and patients. She is a featured speaker at PainWeek® and PainWeekend® on laboratory billing and coding, regulatory compliance, and reimbursement issues, as well as controlled substance prescribing compliance and patient risk management.
She is widely published and serves on the editorial board for professional medical journals. She regularly engages in internal corporate education for private and publicly traded clinical laboratories nationwide, and she works closely with the compliance teams for several of these organizations.

Sue Kincer, CPC, CHA

Ms. Kincer is a Certified Professional Coder and has extensive experience providing innovative and affordable medical practice and clinical laboratory billing services. Sue offers over 20 years’ collective experience in the healthcare industry and brings a global perspective to the revenue cycle process. She understands that from the initial patient contact to the full settlement of the claim, each step in the claims process is vital to the success of her clients.
Medical & Laboratory Billing Expert
Ms. Kincer’s company, Medical Practice Partner, focuses on medical and laboratory billing and revenue cycle management. She employs certified coders and her clients include Pain Management, Surgeons of various specialties and laboratories, both POL and Independent. Ms. Kincer has served as Revenue Cycle Manager, Compliance Officer and Coding Auditor for a 14-physician, 11-location podiatry group. She has worked with other medical specialty groups, including pediatrics, primary care, and ophthalmology.
Ms. Kincer and her employees perform comprehensive billing, compliance, and utilization management functions related to both Physician Office Laboratories and Independent Clinical Laboratories. She regularly teams with other experts to offer value added services to laboratory clients.
Ms. Kincer’s billing philosophy is to maximize reimbursement, improve quality patient care and develop improvement methods to ensure sustainability of her clients’ businesses.
Recognized Expert Auditor and Educator
Ms. Kincer serves as an expert auditor and educator. She also serves as an instructor for several nationally recognized Medical Billing and Coding training organizations. She designed and regularly hosts a Medical Billing and Coding Boot Camp focusing on revenue cycle training for newly certified coders.
Sue provides specialty training on Meaningful Use, EMR Selection and Implementation, and Advanced Reimbursement and Accounts Receivable Management strategies. Sue tailors audit and education programs to her clients, and always incorporates compliance training to minimize the potential of bad audit and patient outcomes.
Sue has extensive experience managing a large HIPAA-breach investigation and coordinated compliance and notification processes for approximately135,000 patients. She also compiled evidence for the FBI during this investigation.
